Segagaga's lead developer, Tez Okano, has been outspoken about the game's origins and challenges in making it. In many ways, it was a passion project disguised as an official release, but when the first funding for the project was received, Tez said the first thing he spent the money on was buying himself a unique wrestling mask, which he later wore in interviews after the game's release.

Okano sees the game as both a satire and a therapy—a way to process the real dilemma Sega faced in a market increasingly dominated by its competitors. He has said that the game is "too honest" to be marketed in a traditional way, which may explain why Sega rarely advertised it.
